Fresh broccoli adds plenty of texture and color, while cheddar, Parmesan, and cream cheese create the rich flavor you expect from a broccoli cheese casserole.
The key to getting the texture just right is removing as much moisture as possible from both the cauliflower rice and broccoli before combining them with the sauce.

The base of this casserole is fresh broccoli and frozen cauliflower rice. I prefer using fresh broccoli because it allows you to cook the florets just until crisp tender before they go into the oven.
For the homemade cheese sauce, you will need heavy cream, butter, cream cheese, Parmesan cheese, shredded cheddar cheese, onion, garlic powder, onion powder, smoked paprika, dry mustard powder, salt, and black pepper.
The combination creates a rich, creamy sauce that coats the broccoli and cauliflower rice without needing flour or a canned condensed soup.

How To Make Keto Broccoli Cauliflower Rice Casserole

Start by preparing the homemade cheese sauce. Cook the chopped onion in butter until soft and translucent, then add the seasonings and heavy cream. Whisk until the mixture begins to thicken.
Add the softened cream cheese, Parmesan, and most of the shredded cheddar cheese. Stir until the cheeses have completely melted and the sauce is smooth.
Prepare the frozen cauliflower rice according to the package directions. Once cooked, drain it very well. I like to place it in a fine mesh strainer and press gently with a spatula to remove as much excess liquid as possible.
Next, blanch the fresh broccoli florets for only a few minutes. You want them crisp tender since they will continue cooking in the oven. Drain them thoroughly.
Combine the broccoli, cauliflower rice, and cheese sauce, then transfer everything to the prepared casserole dish. Sprinkle the remaining cheddar cheese over the top and bake until hot, bubbly, and lightly browned.

How To Keep Cauliflower Rice Casserole From Getting Watery
Removing excess moisture is one of the most important steps when making a cauliflower rice broccoli casserole.
Frozen cauliflower releases quite a bit of water when it cooks. After preparing the cauliflower rice according to the package instructions, drain it thoroughly before adding it to the casserole.
The broccoli should also be well drained after blanching. Since both vegetables continue to release some moisture while baking, starting with properly drained vegetables gives you a much creamier finished casserole.
Also avoid overcooking the broccoli before it goes into the oven. Two to three minutes is enough to make it slightly tender while still allowing it to hold its texture during baking.
Can I Use Fresh Cauliflower Rice?
Yes. If you prefer fresh cauliflower rice, you can make your own rather than using frozen packaged cauliflower rice.

Keto Broccoli Cauliflower Rice Casserole
This keto broccoli cauliflower rice casserole is the perfect side dish. Made with fresh broccoli and packaged cauliflower rice, it comes together easily to make a gluten-free cheesy casserole the whole family will love!
Ingredients
- 2 ¼ cups of heavy cream
- ¼ cup of unsalted butter
- 1 small onion finely chopped
- ¼ teaspoon of garlic powder
- ¼ teaspoon of onion powder
- ¼ teaspoon of black pepper
- ¼ teaspoon of salt
- ½ teaspoon of smoked paprika
- ½ teaspoon of dry mustard powder
- ¼ cup of grated parmesan cheese
- 2 ounces of cream cheese softened
- 2 cups of shredded cheddar cheese, divided
- 7 cups of fresh broccoli cut into bite-size pieces (about 2 small broccoli heads)
- 2 - 12 ounce packages of frozen cauliflower rice
Instructions
- Preheat the oven to 350 degrees F.
- Butter well an 11x7 inch baking dish.
- Over medium heat, cook the onions with the butter until soft and translucent.
- Add the spices and stir in the heavy cream while whisking until the sauce thickens.
Add the cream cheese, parmesan, and 1 ¼ cups of shredded cheddar cheese. Stir the sauce until melted and all the ingredients are well incorporated. Set it aside. - Microwave the cauliflower packages, refer to instructions, and then drain. I recommend draining the cauliflower rice over a fine mesh colander with a bowl underneath. Then, use a spatula to press the cauliflower to try to remove as much liquid as possible. Set it aside.
- Boil water over medium-high heat, water in a 5-quart pan, and cook the broccoli until crisp and slightly tender, about 2-3 minutes. The broccoli will continue to cook in the oven. Drain the broccoli well. In a large bowl, combine the broccoli, cauliflower rice, and prepared cheese sauce.
- Transfer the casserole to the buttered baking dish.
- Top with the remaining cheese and bake for 30-40 minutes until the cheese is lightly brown.
- Store leftovers in the refrigerator in a well-covered container for up to 3 days. Freeze for up to 3 weeks.
Notes
Be sure to drain the cooked cauliflower rice very well before adding it to the casserole. Frozen cauliflower rice can hold quite a bit of moisture, and removing the excess liquid will help keep the finished casserole creamy rather than watery.
Drain the blanched broccoli thoroughly as well. Cook it for only 2 to 3 minutes so that it remains crisp tender and does not become too soft while the casserole bakes.
Fresh can also be used in place of frozen. Follow our keto cauliflower rice instructions, omitting the seasonings, and remove any excess moisture before assembling the casserole.
Store leftovers in a covered container in the refrigerator for up to 3 days or freeze for up to 3 weeks.
